Not possible, in my opinion, to say. It depends on what the modification is trying to achieve. The achievements to date, it has to be said, have been wholly underwhelming and I think will remain so as long as those involved are driven only by the almighty dollar.
Moreover, I think the GMO debate detracts from a far more important issue, namely, the allowing of patents on genetic codes, dna etc. This is potentially far more serious and we should be actively working to have all such patents disallowed. A look at what the impact has been in the field of medical research should scare the living daylights out of all of us.
